Restore psql's SIGPIPE setting if popen() fails.
Ancient oversight in PageOutput(): if popen() fails, we'd better reset
the SIGPIPE handler before returning stdout, because ClosePager() won't.
Noticed while fixing the empty-PAGER issue.
